Tuition fees

The state of Baden-Württemberg has passed a law introducing tuition fees for international students not from EU/EEA countries as well as for second degree students (exept exchange and dual degree students).

Costs for living and accommodation are not included in the tuition fees. Additionally to the tuition fees there is also the semester fee (administration, student services and student’s union) of currently EUR 149 € per semester.

Tuition fee for international students

Newly enrolled international students not from EU/EEA countries have to pay tuition fees of 1,500 € per semester.

International students who are not citizens of an EU/EEA member state and do not have a German university entrance qualification will have to pay tuition fees from the winter semester 2017/18 onwards if they enroll in or transfer to a Bachelor's or Master's degree program.

Students who have already started and continue their studies before the winter semester 2017/2018 do not have to pay tuition fees.

Basically, no tuition fees are paid by students with nationality or a member state of the European Union (EU) or with nationality of another signatory of the agreement about the European Economic Area (EEA) and students who have obtained their university entrance qualification (e.g. Abitur) in Germany or a German higher education entrance qualification.

In such cases, the fees shal not be levied automatically.

If one of the following pints applies to you, please send us the completed information form with the corresponding documents in due time before enrollment or re-enrollment.

There are exeptions to the obligation to pay fees:

  • with a residence permit due to be spouses, life partners and children of a national member state of the EU or EEA
  • with a settlement permit or permanent EU residence permit
  • with permanent residence in Germany and the status as a refugee
  • with the status as a stateless foreigner
  • with a permanent resicende in Germany and own a residence permit according to section 22, section 23 subsection 1, 2 or 4, section 23a, section 25 subsection 1 or 2, sections 25a, 25b, 28, 37, section 38 subsection 1 sentence 1 number 2 or section 104a AufenthG Or spouse/life partner/child of a foreigner with settlement permit, with residence permit according to sections 30 or 32 to 34 AufenthG
  • with a permanent residence in Germany and own a residence permit and stay at least for 15 month in Germany continuously legal, permitted or tolerated
  • as a tolerated foreigner with permanent residence in Germany and stay for at least 15 month in Germany continuously legal, permitted or tolerated
  • students who have been in Germany for at least five years in total and have then been legally employed in the past
  • one of the students parents has resided and worked legally in Germany for three of the six years before the programme of study started.
  • students who have already obtained a bachelor's AND a master's degree in Germany - however, the fee for a second degree will be charged in this case

The following students are exempt from tuition fees:

  • Exchange and dual degree students from partner universities who study for a terminated number of semesters at Heilbronn University of Applied Sciences and then returning back to their home university to finish their studies
  • Exchange students of Erasmus programs

Exemption from tuition fees is possible upon request:

  • in the case of leave of absence ("Urlaubssemester")
  • during internship (SPO curricular internship)
  • for students for whom a handicap has a significant impact on their studies
  • for students with a residence permit pursuant to Section 55 (1) of the Asylum Act who hold the nationality of a country of origin that has been assessed by the Federal Office for Migration and Refugees on the basis of the announcement of the Federal Ministry of the Interior with a protection rate of 50 per cent or more (currently Eritrea or Syria).

Application deadline: The application must be submitted by the beginning of the lecture period of the respective semester at the latest.

The University of Applied Science exempts a limited number of international students within the meaning of § 3 LHGebG from the obligation to pay tuition fees.

The number of possible exemptions will be announced at the beginning of the previous semester.

Application deadline: until 01. September / 01. März for the respective semester at the latest

Eine Befreiung wird grundsätzlich im Umfang der 1.500 € ausgesprochen und gilt für die Regelstudiendauer.

Second degree students

For second-degree applicants, fees of 650 € per semester are charged.

The tuition fee applies to students who begin a subsequent course of study:

  • a second or further course of study in a bachelor's degree programme
  • a second or further course of study in a master's degree programme

The obligation to pay fees commences at the beginning of the semester following the date of the first degree and is only levied if the degree of the first university degree was obtained in Germany.

If one of these points applies to you, please send us the completed information form with the corresponding documents in good time before matriculation or re-registration.

The second study fee is not charged,

  • if a second or further course of study was commenced before the 2017/18 winter semester and is continued.
  • if, after completing a Bachelor's programme, a Master's programme is commenced and this is the first Master's programme in Germany.
  • if tuition fees for international students (1,500 euros) have already been paid.
  • in the case of a change of course of study without a degree

Exemption from tuition fee is possible upon request in the following cases:

  • in the case of leave of absence ("Urlaubssemester")
  • during internship (SPO curricular internship)
  • for students for whom a handicap has a significant impact on their studies

Application deadline: The application must be submitted by the beginning of the lecture period of the respective semester at the latest.

Reimbursement

Tuition fees, which have already been paid, may be reimbursed, in particular,

  • if you fulfilled the exception criteria before enrolment or re-enrolment but were not able to provide the necessary documents of proof,
  • if you qualify for an exception according to the relevant legal regulations within one month of the lecture period beginning
  • if you removal from enrolment within one month of lecture period beginning.
